There is going to be a Halloween party and Nancy Robinson doesn't have a costume to wear!

Nancy's dad is a cotton farmer. When it does not rain on their farm the cotton bolls do not grow. There is no money for Nancy to buy the ballerina costume she sees in the catalog and wants so much to wear to the party.
